The eighth seat is not locked behind the top of the range, and the PHEV is not simply a gas CX-90 with a battery. Both of those catch people out. Here is the whole picture.
The Two Layouts, Side by Side
One decision drives the seat count: what goes in row two.

This is the thing worth knowing before you shop. Mazda lists the entry 3.3 Turbo Select as offering three-row seating for up to eight passengers, so the eighth seat is available from the bottom of the lineup. Going up the range buys you materials, audio and technology. It does not buy you the extra seat, and on the Premium Plus trims the captain's chairs are standard, which means the top trims actually seat fewer people.

Seating configuration is set per vehicle at build, so two CX-90s on the same lot wearing the same trim badge can seat different numbers of people. Confirm the specific vehicle before you commit to it.

The CX-90 PHEV seats 7, but not the way the gas car does
This is the single most misunderstood thing about CX-90 seating, and almost nobody spells it out.
The plug-in hybrid reaches seven passengers with a second-row bench plus a two-person third row. The gasoline car reaches seven with second-row captain's chairs plus a three-person third row. Same headline number, different cabin.
It matters if your third row regularly carries three. Three children heading to a game at Seymour Johnson or out to a tournament in Kinston will fit in the back of a gas CX-90 and will not fit in the back of a PHEV. If that is your week, the powertrain decision has just been made for you.

Bench or Captain's Chairs?
Count how often you genuinely need the eighth seat. That is the whole decision, and most people get it wrong by planning for the exception rather than the routine.
Take the bench if
You are regularly carrying a full load. Carpools, three children, a family that travels together most weekends. Three positions across row two is also the configuration to look at if you are fitting three car seats side by side, though whether three specific seats fit depends on the seats, which vary enormously in width. Bring yours and try them.
Take the captain's chairs if
The eighth seat is a few-times-a-year thing. Captain's chairs make row two more comfortable for the two people who are actually in it every day, and the walk-through means nobody has to climb over a folded seat to reach the back. For most Wayne County families running two children and the occasional extra passenger, this is the better daily car.

Ten minutes in the car settles this better than any spec sheet, and it is the one part of the decision you cannot do online. Climb into the third row yourself. Put your car seats in the second row. What About Cargo With All Three Rows Up?
Seat count and cargo space pull against each other, so it is worth knowing the numbers before you plan a trip around them.
Behind the third row there is roughly 14.9 cu ft, which is a grocery run or several soft bags rather than a family's worth of hard luggage. Fold the second and third rows and it opens to about 74.2 cu ft. The Turbo S trims are marginally larger, at about 15.9 and 75.2 cu ft.
The practical version: with eight people aboard and everyone's bags, a roof box or a trailer starts to make sense for a longer trip. With five or six aboard and the third row folded, the CX-90 swallows a great deal.
